Capabilities and achievements

As the aerospace industry leader, ISS-Reshetnev Company designs and builds satellites that form the core of Russia’s orbital fleet. Videoconferencing and television broadcasting, telephony and broadband Internet access – all these and many other services are made available to millions of users across Russia and in other countries via satellites developed by the company’s highly qualified and dedicated employees. ISS-Reshetnev Company is Russia’s only manufacturer of navigation and geodetic satellites.

Over more than half a century in business, ISS-Reshetnev has forged solid relationships with national and foreign partners as well as developed a system that helps ensure proper quality at all stages of satellite production, thus enabling the company to guarantee fulfillment of its contractual obligations.

ISS-Reshetnev’s capabilities encompass various state-of-the art production and testing facilities which are augmented with new cutting-edge equipment every year. People working at the company have broad knowledge and expertise required to make advanced satellites and associated innovative products destined for use in space.

ISS-Reshetnev is the first Russian aerospace company to have entered the international arena. The company was awarded a contract by one of the world’s leading satellite fleet operators Eutelsat to build a telecommunications satellite SESAT. It was successfully launched in 2000 marking the beginning of a new era – the era of ISS-Reshetnev Company working with foreign customers. The fact that ISS-Reshetnev’s satellites today are in demand in the global marketplace is yet another proof of their high quality and marketability.

The company practices the most advanced solutions offered by world’s leading providers as well as keeps developing innovative technologies on its own. Nowadays, the Reshetnev Company pursues the idea of import substitution and strives to use more components of Russian origin. One of the promising areas that the company is focused on is the in-house design and manufacture of satellite payloads.

Working on new projects, the company aims not just to improve satellites’ performance capabilities, but to ensure that they will be capable of providing the new quality of services available to users. This philosophy always helps ISS-Reshetnev expand fields of application for its satellites as well as make them more useful to end users.

Satellite communications

ISS-Reshetnev Company has more than 50 years’ experience in the design and manufacture of communications satellites. And it enables the company to maintain its position as a Russian aerospace industry leader as well as to be one of the key players in the global satellite marketplace.

Communications satellites made by ISS-Reshetnev help ensure national security and independence of Russia, develop its and other countries’ information infrastructure. This type of satellites feature:

  • high throughput capabilities;
  • wide coverage zones in accordance with the customer’s specifications and needs;
  • high quality and reliability of data transmission.

This type of satellites also includes low-orbiting personal communications satellites which provide telephony and fax services, collect and retransmit users’ positioning information. They are also used for ecological and scientific monitoring.

The company specializes mainly in the development and construction of geostationary telecommunications satellites that provide television and radio broadcasting services, high-speed Internet access, videoconferencing, reliable fixed and mobile telecommunications solutions to government users. As of today, the company has produced more than 200 satellites of this type.

ISS-Reshetnev Company is also a provider of data-relay satellites which connect ground stations with low-orbiting satellites, launch vehicles, upper stages and the International Space Station.

Satellite navigation and geodesy

ISS-Reshetnev has always been and still remains the only Russian company specializing in the design and manufacture of satellites for coordinate measuring applications – these include navigation and geodetic satellites.

The company is responsible for the space complex of the global navigation satellite system GLONASS, including advanced satellites as well as the ground control and the rocket and space complexes. This system provides users with highly accurate three-dimensional position, velocity and timing information. Today GLONASS is a world-wide navigation system that ensures global coverage and 24/7 signal availability.

ISS-Reshetnev Company also builds geodetic satellites which are tasked to provide updated mapping data and refine geophysical parameters of the Earth. Satellites of this type are also used for measuring the Earth’s gravitational field, building highly precise geodetic networks in the geocentric coordinate system, marine geoid sensing, continental drift monitoring, Earth tide monitoring, polar coordinates measurement. Based on the data received from these satellites, fundamental geodetic networks are refined and also new regional networks are built.

Production facilities

By having built state-of-the-art production facilities enabling to apply the most recent advances in science and modern satellite technologies to the process of building satellites, ISS-Reshetnev Company secures its place among world’s leading satellite providers. ISS‑Reshetnev’s vast production facilities include numerous mechanical, instrument and assembly, galvanochemical and varnish coating deposition workshops.

The company’s production capabilities are supported by more than 1000 pieces of special-purpose and general engineering equipment. New machines are purchased on a regular basis, while the already existing ones undergo modernization. A large part of equipment and facilities available at ISS-Reshetnev are custom-made.

ISS‑Reshetnev’s diverse production facilities are one of the key factors that enable to company to offer highly competitive products as well as implement and further develop advanced satellite manufacturing technologies, including:

  • manufacture of sandwich panels (honeycomb core between aluminum or carbon fiber face sheets);
  • manufacture of structures and parts made of polymer composite materials;
  • deposition of film coatings with optical and radio reflective properties using a magnetron sputtering method;
  • design and manufacture of three dimensional on-board harness subsystems for satellites;
  • deposition of galvanochemical and varnish coatings;
  • development and manufacture of power conditioning units;
  • development and manufacture of thermal control subsystems based on two-phase loops for use on high-power satellites;
  • manufacture of waveguides.

Testing facilities

ISS‑Reshetnev’s unique test facilities enable all types of ground experimental testing to be conducted on satellites and their parts. As a result, there is no need for sending satellites out to other companies’ facilities – all the required tests are performed in-house and so satellites leave ISS‑Reshetnev’s site to be transported directly to the cosmodrome. All these efforts help the company shorten production times and offer more cost-effective solutions. Satellites are tested at every stage of their development and construction: first of all their components, parts and assemblies are tested individually, then satellites undergo verification at the system level and finally complete, already assembled and integrated satellites are subjected to an extensive test program. Such an approach helps the company ensure high quality and reliability of satellites it builds and guarantee their long mission lives.

ISS-Reshetnev’s wide range of satellite testing facilities and equipment includes the following:

  • cryogenic and vacuum systems (volumes of 400 and 120 m3) and a horizontal vacuum chamber (volume of 600 m3) for thermal vacuum and thermal balance tests;
  • vibration test benches for simulating vibration loads that satellites experience during launch;
  • an acoustic chamber for verifying satellites’ ability to withstand the extreme noise under the rocket’s fairing during launch;
  • a test bench for simulating transportation loads that satellites are exposed to during their journey to the launch site;
  • a zero gravity simulation test bench for testing the deployment of satellites’ foldable systems;
  • a test bench for electrical testing of satellites;
  • an anechoic chamber for electromagnetic compatibility testing of satellites.

In-orbit satellite control

Among the wide range of services that ISS-Reshetnev Company offers to its customers is in-orbit satellite control. The company’s specialists provide in-orbit service support for satellites throughout their mission lives from ISS-Reshetnev’s dedicated Information and Computation Center. They also monitor and control satellites’ health during their launch, injection, deployment, in-orbit testing, preparation to commissioning and delivery to designated orbital slots. Apart from that, the orbit maintenance and support provided by the company include complex orbital maneuvers, contingency and recovery operations, as necessary.

With many years’ experience in this area, the Reshetnev Company is capable of providing command, control and maintenance services to each satellite separately and the whole multi-satellite systems operating in all types of orbits. There is also the Central Command and Tracking Station “Zheleznogorsk” from which social-economic satellites built by ISS-Reshetnev Company and other Russian satellite providers are commanded and controlled.

Taking advantage of a great variety of state-of-the-art hardware and software available at ISS-Reshetnev’s Information and Computation Center and the Central Command and Tracking Station “Zheleznogorsk”, the company specialists can send satellite health and safety data from these centers to the Mission Control Centers of satellite operators.


In order to ensure highest quality while implementing satellite projects and programs, ISS-Reshetnev Company applies the Quality Management System. It was developed and is now maintained in compliance with certain national, regional and industry standards.

ISS-Reshetnev’s Quality Management System is structured and implemented according to fundamental quality management principles outlined in the ISO 9000 family of standards:

  • customer focus;
  • process approach;
  • leadership;
  • involvement of employees in decision making and achieving goals;
  • system approach to quality management;
  • factual approach to decision making;
  • continual improvement;
  • mutually beneficial supplier relationships.

ISS-Reshetnev Company has approved the Standard Product Assurance Program which is based upon principles mentioned above as well as ECSS standards (The European Cooperation for Space Standardization). This document deals with all activities that are to be carried out to achieve and maintain the required quality of ISS-Reshetnev’s platforms and satellites. It also contains the company’s rules and regulations which have been approved within the framework of its recent communications, broadcasting, geodetic, navigation and data-relay satellite construction projects. The Standard Product Assurance Program presents policies, organization and regulatory compliance of the company’s activities at all stages of satellite and associated products manufacture in the following areas:

  • organization of the product assurance system;
  • subcontractor product assurance management;
  • design and development control;
  • reliability, safety and maintainability assurance;
  • environmentally resistant product assurance;
  • electro-radio components quality assurance program;
  • on-board flight software quality assurance;
  • materials and production process quality assurance;
  • quality assurance at various stages of production and product testing;
  • configuration management (requirements and documentation).

ISS-Reshetnev’s specialists always take part in technical design review meetings, ensure that products meet specified requirements at all stages of satellite development and manufacture. ISS-Reshetnev Company carries out audits and inspections of subcontractors’ quality management systems so as to assess the completeness and sufficiency of actions taken to assure product quality.

The Reshetnev Company's Quality Management System is certified in accordance with the national standard GOST R ISO 9001-2011 (a counterpart of the international ISO 9001 standard), registration number: FSS KT, dated December 23, 2014.
